対象はSCGに登録されている全てのサーバー機器になりますでしょうか？
例えばVxRailのVSAN仮想環境、PowerEdge+PowerStoreの3Tire仮想環境両方対象になりますでしょうか？
⇒SCGと通信できる機器が対象となります。
VMであってもObservability Collectorがその情報をSCGに転送する役割をするので対象となります。

Observability CollectorはSCGとだけ通信できれば良くて、特にインターネットと通信は必要無い感じでしょうか？
⇒SCGがインターネット必要なのでObservability Collectorも必要とお考え下さい。
