XPS13 Plus vibration, tingling sensation when charging

When charging with usbC charger provided with laptop there is a vibration or tingling sensation when touching the top or bottom of the laptop. It stops immediately when charging cable is remopved. ??????????

This is actually normal. It happens with all metal laptops if your charger is not grounded (including Apple with the included charger).

The effect comes from a very small current that flows through the laptop if your charger is not grounded. If your charger is grounded depends on your charger and country. For example the German plug from Dell is  grounded and the effects you mention are not there.

On the other hand when I plug in the standard charger from my Macbook (which is not grounded) or a third party USB charger which is not grounded, I do have the same effect.

If you don't like the effect, you can search for a grounded charger...which is unfortunately rather rare. In Germany, the original charger of Dell, HP, Lenovo are grounded as all wall outlets have to support grounding. In some countrys it is not required that all wall outlets support grounding (including the US), so the chargers supplied might be different.
