XPS only charges when it's off

Hello. Have a XPS 9520 and have been having some issues with charging. (3 weeks of issues and had it 3 yrs total)If it's on, it gives me the slow charging issue even though I'm using the original equipment.  However, when it's off, the light in front turns on and it charges.

Any help would be greatly appreciated.
