XPS One 27 2710 - Can't Rest Bios/CMOS or Bios Password

I bought this computer in an auction and have talked to the organization's IT department and they have no idea why this machine would have a password on it at all.

SDD has been wiped, unable to boot from USB because I can't access the boot sequence options (F12) because password required.

I am removing the battery and leaving out overnight to see if that works.

I am majorly stumped here, any suggestions/insights appreciated.

What I have tried already:

Removing the battery for 15min.

Switched jumper from pins 2&3 to pins 2&1 ~ left switched for up to 15min - both with battery in & out.

Since the system is more notebook than desktop, the password is stored in nonvolatile EEPROM.  If the seller can't provide the password, your best bet is to return the system for a refund.

There are probably two password options in the Bios.  One is for Administrator and the other for a specific setting.  If you have both set, you may need to remove the other password, then remove the password for the Administrator.

If this system was used in an Enterprise operation, you may need to do something like reset the Real Time clock to remove the Enterprise provisioning.

You may be able to boot from a USB by removing the M.2 drive, but I don't know what you could do with it then.  Was the original drive cleaned completely or just set for an Out of the Box startup?

The drive is installed through the SATA port not the M.2 port and ahs been completely wiped/cleaned.

How would I go about removing both passwords?

There is a ROM_RECOVERY on the Motherboard, is that what I should be focusing on to reset passwords if there are two?

Update: After removing battery for over 12 hours password still required.

AND

I am able to boot Linux (Zorin 16) from USB but not Win10, had to switch on Legacy booting in the past for Win10.
