XPS 13 9345 not finding an external bootable device
I am trying to wipe the drive and reinstall Windows 11 to a used XPS 13 9345 laptop by using an external USB flash drive. I used another computer to set up the flash drive using the Windows 11 Installation Media tool, but whenever I try booting from the USB using the temporary boot menu with F12 or by using Advanced Startup, the screen reads "No bootable devices found".
BIOS version: 2.2.0
No Events found!

You need Windows 11 for ARM64 on this model -- not X (Intel/AMD) 64.

For reference, the USB can be read through file explorer, and since there are only two USB-C port on this laptop, I have a USB-A to USB-C converter for the drive.

There are two possibilities -- either the adapter is the issue, or the flash drive isn't seen as bootable. How was the flash drive prepared (and what OS is on it)?

@ejn63 I downloaded the Windows 11 Installation Media application from this site, and I went through the typical installation process using my main Windows 11 laptop. I tried two different drives (one SanDisk and one PNY) and two adapters, both getting the same problem.
