XPS 8960, RTX 4060 added, freeze on boot to Windows 11

I am having issues installing a new RTX 4060 card in a new XPS 8960 desktop machine. When I boot the machine with the HDMI plugged into the RTX the boot freezes at the Dell logo. When it's plugged into the motherboard it boots without issue.

The RTX does not show in the Device Manager. However, Windows Update must have detected it as it installed a driver, NVIDIA - Display - 32.0.15.6094.

I tired manually loading the driver from NVIDIA, but the installer could not see the card.

The BIOS shows the RTX card as installed. SupportAssist does not report any issues. I scanned with the card in and the card out, no difference. Next, I tried the 'F12' diagnostics with the card in and out. No issues were reported. When the card is installed the diagnostics recognizes that a card is installed in PCIE Slot 1. Also, when the HDMI is plugged into the RTX I can see the diagnostics. So, the card is receiving power and outputting video via the HDMI.

Any other idea for troubleshooting...I am stumped.

 I was able to fix it. I had also upgraded the boot nvme to a Samsung 990 with drive cloning software. With the card installed, I put the original Dell nvme back in as the boot drive. It successfully booted. It showed up initially as a generic display adapter, but I was able to install the Nvidia driver. After that it recognized it. Re-cloned the boot drive back to the 990 and it works perfectly now. Just some quirk I guess.

can you try DP video port of RTX 4060.

the HDMI port is often converted from DP in the card.  DP is the direct video out.

I recall Dell XPS issue before when HDMI of RTX 3000 series did not POST any Dell logo.  the fix then was updating VBIOS of RTX.

Have you tried disabling Secure Boot in BIOS setup?
