XPS 8950, scrolling on it's own

XPS 8950

It starts scrolling all by itself on certain feature pages, such as photos, settings, and services. The volume also scrolls down or up on video sites, and drop-down boxes also act up.

I've tried a couple of suggestions from a Google search and none worked.

I did a system restore to a date 4 days before the problem started and it still does it leaving me to believe it's not in the settings.

The system is a year old and loaded up with top-of-the-line features I really cannot figure this out.

Thank You in advance for any help you can provide. It's greatly appreciated.

have you tried plug the Dell mouse in a different USB port?  8950 has blue usb3 and black usb2 at back.  try a different port

some users tried these

 Restart Computer

 in device settings right click mouse and click "Troubleshoot" in the drop-down menu

Press Windows key + X and select Device Manager.

Right click on the Mouse driver and select Uninstall.

are you using a usb wireless or bluetooth mouse?

@redxps630​ No wireless or bluetooth a regular Dell optical mouse. I even tried a brand new Dell mouse I have and same thing. 

 This started out of nowhere. Wasn't after any regular update or bios update.

I ran a couple of sfc'scans and DISM's. 

Some sites are unaffected which makes it harder to figure out.

@redxps630​ I can try that, but why would anything change when I've been using the same mouse and USB port for over a year?

@redxps630​ It's looking good. I switched to USB 2 from USB 3, updated the mouse driver, and restarted, and it seems to be fixed, so you get the credit for the fix!

But, I still would like to know what kicked the system into that mode causing the glitch.

 Like I had said it started happening out of nowhere.

I can only guess. The mouse driver was corrupted that caused the issue. 

No Events found!
