XPS 8940, maximum size SSD?
What is the maximum size SSD that can be installed in the XPS 8940 that has an INTEL Core i9-11900K CPU. The manual indicates 2TB, but I would like to use a Samsung 990 Pro 4TB SSD.

The maximum indicated in Dell specs is for tested and validated to work with system at design phase. You can install whichever maximum at current time the market has to offer. A 4TB Samsung 990 Pro will work fine with your system.

I have a XPS 8960 with a 2 tb SSD. Can I add 4 tb SSD as a second drive?

A 4T NVME SSD will work in XPS 8960. Dell's specs only list what they've tested/validated in a PC model. That doesn't mean a larger SSD won't work, just that they haven't tested it.
So shop around...
