XPS 8930 (2019 model) will Not Power On After HDD Failure Message
My Dell XPS 8930 (1989 Model) failed to boot and reported a failure of the 2 TB HDD. I ran several diagnostic tests both through the BIOS and the built‑in pre‑boot diagnostics, all of which confirmed a bad drive. (Several years ago I had moved some of my Windows systems filed to the D: drive) which is why the OS couldn't boot.

I left the system attempting recovery while I stepped away to create a Windows 11 bootable USB so I can reinstall windows on the 250GB NVMe drive. After returning a couple of hours later, the system would no longer power on.
The PSU shows no indicator light and the reset button is unresponsive. However, inserting or removing a 3.5 mm audio cable produces sound from the audio card on my speaker, suggesting partial power to the motherboard despite the system failing to POST or power up normally.
Question: Could it be the Power Supply, Hard Drive or System Board

Unplug the system and hold the power button for 30 sec. Remove and reinstall the memory modules and see if the system will then power up. If it won't, the power supply is the first suspect.

I was able to resolve the issue by booting off a USB and reinstalling Windows 11. The SATA D:drive still fails diagnostics at the BIOS but the drive and data are visible at the OS.
I will order a larger SATA drive hopefully the 8TB would work in the DELL XPS 8930

Yes.
The computer needs to turn-on and BIOS-Post before you can troubleshoot the drive problems.

@ejn63 Yes I did remove the failed drive but it did not power up.

I unplugged all the power cables from the system and did a Paper-Clip test and it failed on the currently installed PSU.
I ordered and installed a new PSU today which powers on but will shutdown and power cycle after like 15 seconds after the Dell logo comes on. It is not even getting to the BIOS state.
