My Dell Downloads
How do I access and download software from My Dell Downloads after I install a new hard drive? Specifically Windows 7. I tried to access it from different devices I have but it appears that it needs to be from the original computer because it wants to check my service tag. I can't use my original computer because the current hard drive is bad and the new one won't have Windows installed until I'm able to download it from Dell.

You'll need to use a computer to download Windows 7. Even a computer running Windows 10 has Internet Explorer.
You should be able to download Dell Recovery Image Download

Use the Dell Factory Image to install the Operating System. It should install drivers but if it doesn't try reading...
How to Download and Install Drivers in the Correct Order
You can also Request backup and recovery discs for your device (US and Canada only) but if out of Warranty, there may be a fee.
You should then be able to go to Dell My Downloads and install anything you need.

I need to be able to download Windows 7. I don't have a device with Internet Explorer on it to test that link but when I try to go to My Dell Downloads using an Android tablet or Windows phone, they both say I'll need to click "allow" on the service tag screening utility. So I'm thinking that even if I get access to a computer that has MSIE on it, if it's not the computer that matches my service tag, I won't be able to download my OEM software.

Yes, I figured I'd have to use a PC but I want to make sure I'll be able to access the software that came with my computer originally. Based on the message that says I'll have to click "allow" on the service tag screening utility, I'm concerned that I won't be able to from a different computer.
Also, is the dell recovery image the same as the Windows 7 operating system? I mean, can I install Windows 7 using it?

What is the Dell Factory Image? Is that the same as the Dell Recovery Image that you linked to above? If it is then I'm SOL because it says it's not available for my service tag.

If you cannot download the Dell Factory Image, then I would try
If you are unable to use these options, please contact Dell technical support to order a copy. If your product is no longer in warranty, there may be a fee associated with this service.
There used to be a direct link for ordering Recovery Media but I no longer see this option.

My Dell Download's doesn't give you access to the Dell Windows 7 Reinstallation .iso which is what it seems like you are looking for.
You are best to Download the Windows 10 RS2 installation driver from Microsoft (which will accept your Dell Windows 7 OEM key).
If using a non-Windows (full Desktop OS) device then the Media Creation Tool landing page will revert to direct .iso download links. However you still need to use the .iso to make a Bootable USB (I've not tried this on Android but have on Ubuntu and Fedora successfully). Obviously your tablet would also require USB ports.
