As you can see on this list of supported processors, the i3-7020U is not on the list. So the health check warning is accurate, Windows 11 is not supported on your system. And further if you do manage to install Windows 11 on an unsupported Dell system and require service down the road Dell tech support will insist that you reinstall Windows 10 before they will assist you.
