Inspiron 13 5310, not able to upgrade to Windows 11

I've been trying to upgrade my Dell Inspiron 13 5310 to Windows 11. However, the PC Health Check says that my processor clock speed is not high enough. This is my laptop specs:

Processor 11th Gen Intel Core i3-1125G4 2.00GHz 883 MHz
Installed RAM 7.74 GB
Device ID AA2B6EC1-2B9C-4460-8482-D9B3A872A4A7
Product ID 00327-36293-86022-AAOEM
System type 64-bit operating system, x64-based processor
Pen and touch No pen or touch input is available for this display




From what I've seen, Inspiron 13 5310 is tested for Windows 11:

Whose fault is this, Dell, Intel, or Microsoft? Is there any way I can fix this? Is it only me? I don't want to bypass the system since it can be quite risky. Please tell me.

P.S: English isn't my first language so there may be some mistakes in there.

Read my post in this forum here. It deals specifically with that CPU. And again MS is aware of the problem. And yes it is a Microsoft issue not Dell or Intel. My post explains how to install Windows 11 and it has been reported that MS is working on the problem.

And yes, your system is on the Dell compatible and supported systems for Windows 11 here.
