How do I know I’m in safe mode

1.) How do I know if I am in safe mode.

I had to use command prompt to boot into safe mode, yet I cant tell if Im in safe mode. Im having to do that because I turned my computer off as it was in the process of restoring to an earlier point. I seem to have caused a problem because now, it wont or cant display the desktop. Once it gets to that point, it repeated flickers the black screen without being able to show the desktop, the icons on the desktop, and the wallpaper. When this happens, I will twice get a error message saying about Dropbox: The application requires one of the following versions of the .NETFramework: Do you want to install this .Net Framework version now?” 2.) Could that be an indication as to why my PC can not pull up the desktop and apps?

3.)And I am also attempting to do another System Restore through my command prompt (I can still use it even though I cant connect to the desktop), however, it has been in the System Restore initializing prompt for 45 minutes now. Does that mean that it is actually attempting to restore or is that saying that the Restore process hasnt yet started and its still in the beginner stage.

It says, “ Please wait while your Windows files and settings are being restored.  System Restore is initializing....

So, I have 3 questions.
