how do I bypass a password window?, #2

I recently encountered an issue with my Dell 620 running Windows 7 after uninstalling a Kaspersky antivirus product. Following Kaspersky Technical Support's advice, I uninstalled the software and clicked restart as prompted. However, when the system rebooted and reached the password login screen, both my mouse and keyboard froze completely. Oddly enough, they only function briefly during the startup process but stop responding at the login prompt.
This issue has left me unable to bypass the password page to address the problem or fix the mouse and keyboard functionality. I’d like to perform a total system restore, but unfortunately, since I purchased the computer from Sam’s Club, it didn’t come with Windows 7 installation disks, leading me to suspect it’s a refurbished model. I’ve tried using the drivers' disks, but they haven’t resolved the issue. I’m reaching out in hopes that someone can provide a solution to bypass the password page, regain control of the mouse and keyboard, or help with an alternative method to restore the system. Any advice or guidance would be greatly appreciated!

Perhaps a picture of the login screen you refer to?
Can you boot from an alternate source, like USB, DVD or similar?
