Can the Dell OS Recovery Tool be used to create a Windows 11 image if the computer was originally shipped from Dell with Windows 10?

This Dell support page has more information but the following note is from the support page:
NOTE: The Dell operating system recovery image is available for the original operating system that was shipped with the Dell computer.
Using a program such as Macrium Reflect Free available here, you can create a backup image which can be stored on a second internal drive or external drive.
