The Venue devices are only available in limited "fixed" configurations, unlike their other products. Some laptops, for example, can be ordered with many different hardware options, so their configuration is not "fixed" like the tablets.
The cost is just Dell's way of calling out the price of what is basically standard components, like the system board, on the packing list/invoice.
