Is dell openmanage server administrator available for tower server. I have Dell Poweredge T30.

It isn't based on it being a tower, it is based on it being the value server, like the T20 and T40, so it doesn't have the required hardware to use the tools.
Other towers like the T340, T430, T550, etc all support OMSA.

How can we get snmp for Poweredge T30 server?

Unfortunately OpenManage Server Administrator is not supported on the T30 server.

Currently, there aren't any System Management tools available for the T30, so snmp would only be via Windows.

OMSA (OpenManage Server Administrator) is designed so that system administrators can manage server systems both locally and remotely on a network. It enables system administrators to focus on managing the entire network by providing comprehensive one-to-one systems management. In the context of Server. Woefully OMSA is not supported on the T30 server.
