symcli offline mode

I want to work with symcli in offline mode. I have a rough idea on how to do this but not very clear about it.

1. Install SE on your laptop

2. Copy symapi_db.bin from SMC server.                C:\Program Files\EMC\SYMAPI\db\symapi_db.bin

3. Replace the symapi_db.bin in your laptop with the coped symapi_db.bin from SMC server. 

4. Set SYMCLI_DB_FILE = C:\Program Files\EMC\SYMAPI\db\symapi_db.bin
5. Set SYMCLI_OFFLINE=1

Where do I find the SYMCLI_DB_FILE and SYMCLI_OFFLINE variables ? How do I edit it?
