Eoin,
It means that the hard drive has failed, or is failing and you need to replace the HD, followed by reinstalling windows and then loading all the drivers and applications.
If you have a Dell warranty in effect, contact Dell's Technical Support, for a replacement drive.
Note: If you are still able, backup all your files and folders you wish to save to other media, eg a USB thumb drive, ASAP

If you reside in the US and are the registered owner of the computer, a disc containing the factory-installed operating system specific to your system, can be requested from HERE.
Note: Dell may make a charge for the disc.
If you don't reside in the US, contact Dell's Support that's located in your country.
You can find additional information here:

I have the same issue but my warranty is over so what can I do?
I try the HD in my tower in slave mode and I see all partition so I decided to format the main partition and put it back in my laptop.
But when I run the only CD for reinstalling that I have on the HD it fails with error f:\dosmenu.com not found or something like that???
Any idea?

As you have no Dell warranty in effect, the you will need to buy the replacement hard drive yourself, followed by reinstalling windows and loading the drivers and applications

More info, please.
What is the version of windows that's installed and the computer model?
Is the CD a Dell OEM reinstallation disk and if it is, the same version that was factory installed?
Does the computer correctly recognize the new hard drive?
