Color Ink Cartridges
I print 98% black and white, so why do the color inks run out of toner?

This isn't brand specific, most makes of printers has a self cleaning function which kicks in when the user shuts down the printer. It then goes through that function & whether it's color or B&W not used much, it still uses ink due to the cleaning.
Which is why I don't concern myself as to printing everything in B&W to save ink, because there's no savings. If you NEVER used your color ink, it would still run down, although not quite as fast as the one used the most.
This is also much of the reason why an OEM of printer inks claims that one can get say, 425 pages out of a set, yet the customer normally gets far less than that yield. That 425 pages is assuming non-stop printing for that many pages.
So if you just print one page, after the cleaning cycle, one's likely using enough ink to print 2-3 more pages.
Hope that this sort of explains things. Again, it's not just the Dell brand, though some generic inks uses more than original ones.

This makes sense. Thanks so much for taking the time to answer. Dell is
tricky as they put a sensor on the cartridges rendering them useless once
toner is used up. We used to be able to shake them and extend their life a
bit but not with that darn sensor. I understand there are sensors and
toner available so the cartridges can be re-used. Any experience with this
method?

You can try Walgreens to see if they can refill it. There are refill kits available, but I have no experience using them, nor will i, as those can be messy.
I buy refilled inks at InkSell.com, they have a 3 year warranty on theirs & costs much less than OEM ones. Note that once they've been opened, they recommend it to be used within 6 months. This may be normal, as I've had both brand new Dell & Kodak inks "dry up" at half to one-thirds full in that time frame. Something to do with them not being used enough.

But if you do stock up, they stand behind what they sell.
