Windows 10 Settings-Network & Internet Data Usage not counting correctly on dell precision 7760

Brand new Dell Precision 7760 arrived yesterday with Windows 10 Pro OS. One odd thing that I have not seen before on any other computer is that under Settings -> Network & Internet, the data usage counted on this new Precision doesn't seem to count most data. I downloaded a 600 MB file in the Edge browser and under Data Usage after an hour it said 7 MB used. I reset usage, did the same test, and similar reading off by an order or magnitude.

I installed the google chrome browser, went to testmy.net and did a 100 MB file size download test.  Then I went again to the start menu, settings, network & internet and data usage under ethernet says chrome downloaded 2 MB.

I connected a dell usb-c to ethernet adapter which I got with my XPS and which works normally on that laptop. I repeated the same test with internet connected to this ethernet adapter instead of the precision's built in ethernet, and similar result. Windows reports less than 1/10 of the actual data usage on this precision. My other dell computers report fairly normally... (I'm not sure if they're accurate to the MB, but a 100 MB test incremented by approx 100 MB rather than 2-7 MB on this new precision.)

Kind of a minor issue, but it bothered me that it was off, so I went to update & security -> recovery -> reset this pc and reset which brought me to the windows 10 setup again where I created a new user/password, language selection, etc. Still, the data reporting by windows settings -> network & Internet data usage is reporting about 1/10.

Is there a precision 7760 driver that causes this windows 10 anomaly? 

Has anyone else seen this behavior on this machine?

Reinstalled windows from ISO to resolve the issue.

Machine is brand new and has a 5 year pro support warranty.
