[Precision 7750] Slow download speed

Greetings, I'm having a hard time solving this one.

The issue started recently, I noticed it yesterday. System is Windows 11 21H2, Windows is up to date, BIOS is up to date, Dell Command Update app says everything is up to date. When I perform a download speed test on fast.com the speed is ~10 Mbps. While browsing I notice this is accurate.

  • All web browsers are affected
  • I have the same low speed on both Ethernet and Wireless
  • Upload speed is not affected, I get ~300Mbps which is the expected speed, only download is affected
  • My phone or any device on the Wi-Fi gets full Wi-Fi speed (~150 Mbps)
  • If I plug in another laptop on the same ethernet cable I get full speed (~800 Mbps)
  • If I launch a chrome browser through WSL2 on my laptop I get full speed in this browser (~800 Mbps), while any native browser in Windows gets low speed

I tried a lot of things but still no solution

  • I don't have smartbyte installed, no service with this name
  • Tried with all USB devices / Bluetooth disconnected, no change
  • Tried performing network reset
  • Tried uninstalling both Wi-Fi and Ethernet devices, no change
  • Tried resintalling Ethernet/Wi-Fi and Bluetooth drivers, no change
  • Both connections "Metered connection" setting is disabled
  • Tried changing  Window Auto-Tuning Level value, no change (set it back to normal)
  • Tried to disable Large Send Offload setting in adapter configuration, no change
  • Tied to configure QoS Packet Scheduler / Limit Reservable bandwidth to 0, no change

The most confusing thing is when I use chrome in the WSL environment I have full speed, so it must be something related to windows network configuration that limits my download speed and I can't find it.

Any suggestions ?

After a lot of effort investigating I found the download bandwidth limit was caused by those services :

  • ExpressConnect Network Service (Rivet Networks)
  • ExpressConnect Dynamic Bandwidth Management (RIvet Networks)

Once I disabled those services in selective startup in system configuration (you can't see the changes unless you reboot) I get full bandwidth again.

I lost many hours investigating this issue and those services being part of Dell Optimizer software in not acceptable. After searching a bit it looks like those ExpressConnect services are just the same thing as was smartbyte, just with a different name. A lot of people complained about this issue with smartbyte, I dismissed this problem since I didn't see any smartbyte service on my laptop, turns out it changed name. Hopefully this post will help someone else with the same issue and save some time.

TLDR: Uninstall Dell Optimizer, reboot and your problem will be fixed.

Hi Turom.

I have a DELL Precision 5560 and I was having the exact same problem, with download speeds of 13 Mbps, after many days I found your post and when I uninstalled Dell Optimizer, my download speed went to 520 Mbps.

Hola, igual me pasa con la última actualización de Windows 11 22H2. La velocidad de conexión no es constante. Apagué la opción Dell optimizer para redes y ya funciona mejor.

I have a Dell 7550 and was dealing with the same frustrating issue of drastically slow internet speeds on Windows 10. After several restarts to narrow down the cause, I discovered that disabling all Dell and ExpressConnect services in msconfig finally restored my ability to download at full speed. Now I gonna uninstall all the Dell trash.

Honestly, Dell is absolutely unbelievable garbage. I’ve had nothing but issues with both the Dell 7540 and 7550. I’ll never touch another Dell machine again.
