Precision 7560, USB charging devices if powered off
I noticed that attached USB-C devices (USB disks or mobile phones) are charged even when the PC is powered off.
This is not desirable for me. Is there a way to disable this?

As stated by Dell, the USB power share always on with the AC plugged in is by design behavior and not a system bug.

Just for clarification: it happens only if connected to the AC, not in battery mode.

The issue could be caused by USB PowerShare. This feature allows you to charge phones, mp3 players and other USB powered devices through the USB ports on your workstation when the system is off.
Power on or restart your system, immediately keep tapping on F2 to access BIOS settings. Locate USB PowerShare option and select Disable. Save changes and exit.

It is already disabled, but I tried to re-enable it, reboot, re-disable, but it still charges my devices.

Taking a long sigh...
Pretty much, omission of information drove the discussion to a totally different path. I could have told you that an AC charger will charge the laptop battery even the device is powered off. For convenience, an advance laptop is designed to charge phones and USB powered devices at the same times of charging the laptop using the AC charger. So, Dell customer care is correct, there was not any issue in the first place.
The simple solution for your undesirable accustomed usage is DO NOT plug in the charger when you don't want the battery get charged.
