After 5 Months of continues Delays from Dell saying that the Dell Precision 5760 (11th Gen - i9 - 64 GB Ram) is supposed to work slow on boot time, we found that the Hardware had problem by accident.
Suddenly the Laptop stop working and we changed Ram - Fans and Hard Drive.
After this the Precision is finally working Fast. Keep in mind that the Support Assistant hardware check was saying that all the hardware was ok but eventually it wasnt.
One think i can say is that Dell has no idea (at least in Greece) how their Computer Work causing me loose time and money for 5 months.
problem is solved but my lawyer is on the way to Dell.

1. Are you connected to LAN?
2. Set UEFI (BIOS) to defaults.
3. Check SSD performance.
4. Check Windows boot process: https://learn.microsoft.com/en-us/windows-hardware/test/wpt/optimizing-performance-and-responsiveness-exercise-2

You need to be aware that Dell HW diagnostics in UEFI(BIOS) and online is in fact really limited to very simple test cases. It is like an EOL test on assembly line. There is no chance to detect most of issues people typically have.
