7750 performance throttled
I have set all power and performance settings to maximum in the BIOS, Windows, and nVidia settings. However, the system generally operates as if in throttled or power saving mode. I know this because there is a lag with highlighting UI items when I roll the mouse over them, and Adobe Premiere drops frames during playback, even at lowest quality settings.
But, I discovered a work-around. If I reboot and enter the BIOS, then just exit the BIOS without changing anything, the resulting reboot will force the system to honour the maximum performance settings I've chosen. So for the remainder of that session, the UI has no lag and Premiere doesn't drop a single frame, even at highest quality settings.
Then, the next time I reboot (or cold boot), I'm back to square one with throttled performance and have to perform the work-around again.
I have contacted DELL support about this and their solution is to send the laptop back for a motherboard and RAM replacement. But that is just not practicable, as this computer is critical to performing my work duties (video editing), so I'll be unemployed without it, and will lose clients for failing to deliver.
I'm hoping someone here may have some clues around how to fix this issue, so that I don't have to wait weeks for a hardware replacement.

It appears that Dell has acknowledged and corrected the issue with the release of BIOS 1.8.1:
https://www.dell.com/support/home/en-us/drivers/driversdetails?driverid=gcr9h&oscode=wt64a&productcode=precision-17-7750-laptop
It appears the issue was attributed to the laptop connected to the docking station when the battery was at a 100% charge.

After finding similar issues experienced by others in these posts - Precision 7550 CPU Throttle and Precision 7550 Degraded Performance After BIOS Update - I downgraded my BIOS from 1.8.0 to 1.7.0, and the issue disappeared.
I'm still curious as to why my previous workaround (restarting to BIOS and exiting) allowed the system to run at full speed with BIOS version 1.8.0. Any ideas?

I don't have a docking station or "dock Type-C charger", but I do have a 2nd monitor connected to the DisplayPort and two Thunderbolt 3.0 RAID drives attached to the two USB-C ports.
Do any of these peripherals have the same problem with BIOS 1.8.0 as the docking station?
I did have the AC adapter connected with a fully charged battery when I updated from 1.7.0 to 1.8.0.

Actually, the two RAID drives are housed in cases that have sd card slots, usb ports and a display port, so I guess that counts as a dock.
