Precision 3450, Ubuntu 20.04, WiFi slow

Wifi speed is generally very low (max 6 - 7 Mbps) and I see issues connecting to wifi on system bootup sometimes.

Test WiFi speeds on your phone via FCC app or if internet co. has speed tester.  Spectrum has an independent speed tester on their website.  If it's slow, hook up PC via Ethernet.  Check internet speeds on PC.  If speed through your modem is well, unplug WiFi router for 30 sec. and plug back in.  Remember, it might take 5-10 min. for router to set itself back up.  If internet speed tests slow through your modem via the Ethernet, reset that too.  After resets, if speed is still slow, contact internet provider.

"I see issues connecting to wifi on system bootup sometimes."  I'm hoping your referring to your PC.  If you turn on wifi only when you run your PC, it will take 5-10 min. before full WiFi speeds are achieved.
