dell t310 will not show any display

hello, i recently bought a dell poweredge t310 for my minecraft server and it will not detect a keyboard and will not display, there is no OS installed, i just want to get to bios and nothing happens when i hook it up to vga with a working monitor and cord (IVE CHECKED LIKE 30 TIMES) it truns on and the fan runs and thats it, im planning on running Windows Server 2012 R2 but i cant if it wont post, i have tried with a fresh windows 10 drive but nothing happens
