Downloading OS10 and the license for your switch is only possible through Dell Digital Locker(it get a new name but functionally is the same). If you havent bought this device with ProSupport or better you only have 90 days access to the firmware.
The device needs to be register to the given Digital Locker Account which is done with the Registration code which will send by email after the purchase.
