This is a tool commonly used by Support personnel when investigating issues with Customers. It allows them to see the resources configured in an environment , however is little use to Customers themselves as NMC gives everything and more the tool does.
No it's not... it's old(er) code VM made to load resources (nsrdb) and you can (or could) partially load daemon log and replay actions. It is nice tool for troubleshooting just as there are many similar around. It is not (and was not) intended for end-users.
