I have a solution.
1. Download and install Synaptic driver from http://www.dell.com/support/home/us/en/19/product-support/product/inspiron-15-5547-laptop/drivers.
2. Open Device Manager from Control Panel.
3. Double-click PS/2 Compatible Mouse.
4. Select the Driver tab, then Update Driver.
5. Select Browse my computer for driver software.
6. Select Let me pick from a list of device drivers on my computer.
7. Uncheck Show compatible hardware box.
8. Scroll down and select Synaptics from Manufacturer list, and select Dell Touchpad from model list.
9. Click next.
10. Select Yes for the Update Driver Warning.
11. Restart computer
This worked for me. Hope this helps

If problem actual, maybe I can help. Had same problem on the same Noebook but your post help me. Uninstall old Dell Driver!!!!!! Download and install synaptic driver (your link) version Windows 8/7/XP/Vista 64/32-bit Edition v17.0.19. And then
Open Device Manager from Control Panel.
3. Double-click PS/2 Compatible Mouse.
4. Select the Driver tab, then Update Driver.
5. Select Browse my computer for driver software.
6. Select Let me pick from a list of device drivers on my computer.
7. Uncheck Show compatible hardware box.
8. Scroll down and select Synaptics from Manufacturer list, and select PS/2 Touchpad from model list.
9. Click next.
10. Select Yes for the Update Driver Warning.
11. Restart computer
And its work)))
Hope this helps
