Dell Inspiron 545 2009 Desktop won't power up.
Cleaned out any dust, when plugged in green light on back indicates PSU is receiving power, orange light inside on the board indicates computer components are receiving power, and after taking off the front, I can see there's a little very dim flashing light the same color as the one inside on the board. I think I tried everything, it has Intel Pentium and 6gb of ram, it appears to not have a video card or sound card though? Don't know if that's normal. I would like to get it running again, or at least know what is wrong. Thank you.

A blinking amber power button light usually indicates a power supply issue.
Suggest replacing the power supply with a 'Known' working unit, to see if this makes a difference, plus a 'known' working power supply in needed to check the motherboard.
The Inspiron 545 Mini Tower can use most generic ATX power supply units, with either a 24-pin or 20+4-pin main motherboard power connector, with or without the on/off switch.
You should be able to buy a compatible power supply from either a local or online computer store.

Does the power supply fan run/work?
The green light on the back of the power supply does not indicate that the power supply has not failed, it only indicates that power is reaching the PSU.
What colour is the power button light, is it Blinking, Solid or Off?
Are there any 'Beeps'?

Regards to "it appears to not have a video card or sound card though? Don't know if that's normal", that's normal, when the intergrated graphics and sound are being used, instead of having a discrete graphics card and sound card installed.

No, none of the fans work, and the power button light is too dim to see without the front off, it is a blinking Amber orange, and no beeps.

If the system is plugged into a surge suppressor, try plugging it directly into the wall. If that does not solve the issue, the next step is to replace the power supply with a new one.
