If you reinstalled Windows, you need first to install Intel Chipset Driver.
Here is the ethernet driver, and here is the wireless driver.
But, Windows XP is unsupported and insecure. It does not receive security patches, so it should no longer be used on a PC connected to the Internet.
You could install a Linux OS on that laptop, such as Ubuntu, Xubuntu, Mint.
