Re-downloading the CyberLink Media Suite? Is it possible?

I purchased a used Inspiron 3670 (which I had the previous owner info for) and transferred it to my name. However, I am not able to download the CyberLink MediaSuite software my particular 3670 came with due to the DVD drive my unit came with. When I checked my specs out, I see the following items: 19G7R, 4T44R so it is part of the unit.

When I went to restore it (using the Dell OS recovery tool image, and SupportAssist) I tried to run the Digital Delivery tool and I did not get a replacement copy of the software for my "new to me" computer.

What do I need to do to restore the software? The seller wiped the unit and sold it w/o an OS, and I replaced the Optane drive for an SSD and retained the 1TB HD for bulk storage. I do not have a copy of the SW, and seemingly cannot get it replaced. I still have the old Optane drive, but it shouldn't affect my ability to reinstall CyberLink.

@speedstep good to know. I thought it was gone for good like with my XPS 8500 years back. I was under the impression the license died with the first user and I didn't get it because the computer was bought used and erased, even with the computer being sold with it.
