@Chino de Oro Thank you and all who made suggestions.
I am up and running again.
Had to do a complete reinstallation to achieve this.
Sorry for my delay in getting back to all of you.
Have finished my taxes and received acknowledgement that they were accepted !!
73 for now.

You may try to perform a hardware reset on your Dell Inspiron 3910. Turn off the computer, disconnect the power cable and all external devices (USB drives, printers), then press and hold the power button for 20 seconds to drain residual "flea" power. Reconnect the power cable and turn on the computer.

Could be a crashed C-Drive ... or
... or just a fairly common glitch (apparently, with Dells and Alienwares)...
Sometimes, the Windows Boot Manager can't find the proper drive to boot because they get re-arranged in BIOS. You just go into BIOS and set the proper drive as bootable again.
It's different on some BIOSes (but still kinda the same) ... get it?
On my Aurora-R6 it says: Boot Option Priorities
So be sure "Windows Boot Manager" is pushed to the Top as "Boot Option #1"
... as that is on your bootable C-Drive.
Yeah, I've had it go off-the-rails like that after a simple restart installing Windows-Updates. It looks like your SSD just crashed, but really just this little setting and you are good as new.

That will depend on the symptoms. If the PC has no power, check the power cable connection and performing power supply built in self test. If there is power, try to tap F12 or F2 continuously right after power on the system to get to diagnostic menu or BIOS settings menu to check boot option as suggested by Tesla.

Tapping F12 worked . This is what I have been able to do
Bios 1.37.0 Diag Mod Ver ED.5.4.16
Quick Test Memory All tests passed successfully
Result Code 2000-0000 Validation Code 80912
Software Updated
Hardware Scan successful Cables,Fan,Hardware,Memory No hardware issues.
Startup Repair: Partition Tables,Boot Files,Windows Health All ok
“We successfully Restored your PC to a recent working state..”
The problem is I still cannot start the computer

@TomH309 , good to hear, indication of your PC is recoverable. For now, simplify the setup to a simple one monitor connection. Testing power on your PC with all USB devices removed, except mouse and keyboard
If issue is persisted, with F12 works and accessible, you can select BIOS settings to gain access to boot menu and make sure that Windows Boot Manager is the first choice as Tesla indicated.
