Inspiron 3668 blank video no POST

this was a previously working (recently working) pc from someone

very dusty when it arrived so I did some deep cleaning

removed cpu heatsink and memory but did not unplug psu

reinstalled ram and used a test cooler and plugged in dell cpu fan

power button amber x 5 No POST

RTCRST failure per code

cleared cmos by moving jumper to 5-6 x 10 sec

power button white but still no POST

repeated clear cmos no change

replace cmos battery w a new one

(PC is 7 years old at least)

no change

did I break the mobo when cleaning

did it just die en route

did it have a fragile mobo that did not withstand opening inspection and cleaning?

we heard so many stories when user did some dusting of PC that was working not long ago which then stopped working which often coincides with minor service.  no video.  seems almost like a bad charm.  you open it, you break it.

original Dell cpu.  this PC was never opened during previous use after shipped from Dell

after cpu fan on and off for some cycle, suddenly the fan roared a bit then Dell logo shows up.  It POSTed. the cmos is like an old lawn mower put in storage when taken back out needs multiple priming by pulling its string before roaring back in action.  this shows cmos is like an old engine that needs patience to let it try and try.  do not lose patience w it.

I should add now power button white but cpu fan spins x 20 sec then shut off and repeats this cycle.  no video.

can any service like this just throw this system into limbo?

Did you remove the CPU, and could the orientation now be wrong?
