It keeps rebooting to the Dell Logo screen, but not into windows 11. Support Assist in Bios is not working properly. Attempted to create restore usb on an older Dell machine, but this isn't working.

Was the system booting to Windows 11 properly before this problem? Have you made any changes to the system? It may be corrupt Windows files. Try creating a Windows installation USB drive using the media creation tool at the MS site here. You can use that drive to repair the files. Just make sure not to choose installation if you do not want to lose your files and apps. Also make sure that Windows Boot Manager is first in the BIOS menu boot sequence screen.

Did you just get the Windows 11 update KB5046740 via Windows Update right before this problem started? 

It's buggy and causing some strange problems.  Lots of complaints on the Microsoft forum about this KB update.

When you boot from the Windows USB installer that @JOcean linked, navigate to the Advanced Options menu and select Startup Repair to see if it can fix the issue. 

If that doesn't fix things, you may need to uninstall KB5046740, assuming it was installed, and there's an option to uninstall updates on that Advanced Options screen.

Yes, can use the Microsoft Media Creation Tool to create the Win 11 USB on any other Windows PC. 

To boot from that USB, plug it into the Inspiron 3020 with power fully off. Then power on and tap F12 when you see the Dell splash screen.  Select Boot from USB on the F12 menu....

Yes, user error!  The OS C: is on your NVME SSD.  BTW: Is it a 2230 or 2280 NVME SSD?

So are there any other problems...?

@JOcean​ Yes it was booting properly. I haven't installed any programs, nor hardware. I used the Windows installation USB drive I made when I first received the PC, and Windows Boot Manager is the first in BIOS.

@RoHe​ I can't get into the OS at all at this point, it keeps cycling the Dell logo post screen. 
Startup repair fails completely.

Everyrhing seems to be working ok, however apparently now I don't have access to the SSD 512GB M.2 2230 drive?
