For premium support warranty details
I’ve a SSD drive to install OS and the existing will be a data/backup drive. The premium support service warranty details says, “Onsite support after remote diagnosis”. But as I want to start with new ssd drive, do technical support department start with installing new ssd drive by sending people at my home??

@ZubairC - Doubtful Dell will have a tech install a new SSD for you. The warranty is to repair or replace Dell's OEM hardware, not to do upgrades on your PC.
Since you didn't post a model number, we can't point you at a service manual will should show you how to install an SSD... You can use imaging software like Macrium Reflect (free) etc,to image the current boot drive and move that image onto a new SSD.
If you can't DIY, maybe you can find a geeky friend or take it to a reputable PC shop to install the new SSD and make that the boot drive.

I’ve tried to find a solution for this for couple of days with Customer service, out of warranty, service warranty, technical support but unfortunately no one could answer the question. Rather each department refer to other departments and it appear to be a loophole in every department. I’m in communication with from sales for last two days. But he also stopped responding 🤷

What's the model number of your PC?
Dell doesn't do upgrades to consumer PCs under terms of the warranty. They will only repair a PC under the warranty.
You will either have to DIY, find a friend to help, or pay a local PC shop to install the new SSD.
