SCSI Target FibreChannel Port 5b is offline.
Received such alert on all 4 FC ports on Data Domain.
run vtl initiator show, and it shows n/a on the status.
Are there anything we could do on DD to fix the issue?
Do I need to reboot, if I do, then would that have any impact?
OR, this is something that we have to check on SAN switch?

yes, you would need to login to your fiber channel switch. On cisco you would run "sh flogi database" or brocade you would run "switchshow". I assume you know what switch port Data Domain HBA is connected to ?

Greetings dear friend, I have a Data Domain and I need to create an ISCSI over a 16Gb FC interface for file storage, the tape protocol is slow for what I need, if possible, could you guide me how to do it?

data domain and iscsi? I am unaware that a DD even would support iscsi? What is that assumption based on? There's NFS, CIFS, VTL and ddboost (the latter over either IP or SAN).
And if you already have 16Gb, what is it that you are dealing with here that those kind of speeds do not deliver enough performance or is it limited by the connection of the system using the VTL devices? How is it actually used? Any specifics about amount of data or number of files involved that you would even expect iscsi to improve things for the better?
And what about either NFS or CIFS?

If your DD is licensed for Block services protection point and has HBAs, you could create LUNs on DD and mask them to host(s). Not sure why you would do that unless you are using ProtectPoint/StorageDirect. This would require FC fabric of course, not IP.
