Inspiron 15 3520, Goodwill, password not known

@Chino de Oro​ ok.... so say that I am able to get the original owner information, but if they never registered this laptop with DELL then how is DELL to know that information to release a code to unlock the system??

Dell do keep record of original owner whom they shipped the device to.  If you have the information, use the transfer request from here  https://www.dell.com/support/assets-transfer/en-us/ownershiptransfer

At worse, Dell will tell you the information was not valid.  Otherwise, you get approved and proceed with the unlock request.

so I did put in an ownership transfer request and on December 6th del granted me the ownership transfer the laptop is now registered in my name through the del website. I contacted technical support to get a password release code and the guy that I spoke with told me that I have to have the previous owner contact Dell so they can release ownership of the laptop to give me the password release code. 

the ownership was released when they granted me the ownership transfer so I don't understand what the issue is

when I asked to speak to a supervisor I was put on hold and nobody ever came back to the phone
