In case you missed or did not noticed the Dell Partner GEM program link from DELL-Cares agent signature, you can review the Partner Registration User Guide here https://www.delltechnologies.com/partner/en-us/partner/partner-registration-guide.htm, and then proceed with registration at Dell Partner Portal:

I need dell oem authorization for reselling on GeM portal. I have received a demand only for dell so it's an urgent requirement of the authorization. kindly get back to me as soon as possible. I have my gem reseller id and other necessary documents.
