7.0.2-43 Client Downloads

We just had our nodes upgraded to 7.0.2-43 on Monday and Tuesday.  I've been trying to download the Client Packages myself with no success.  Per the instructions I received from RCM and following the "EMC Avamar Client-Only System Upgrades" Technical Note, I've been using the command below, which results in the following error messages depending on what kind of node I am downloading from.

Gen3 node - curl: (19) File action not taken

Gen4 node -  curl: (19) RETR response: 450

I have the Avamar Downloader Service setup as well, but it doesn't seem to find 7.0.2-43 Clients as an available package for download.

The only success I've had was when I accidentally clicked the hyperlink in the PDF and it started downloading in my web browser, so I do have the AVP package on a Windows server.

My questions are - am I doing something wrong or is the FTP server overloaded with requests to download this particular file?  Should I just wait?  Could I just SCP the AVP file up to the node from my Windows server?  (I was hesitant to do this as I didn't know what kind of permissions this file should have, I'm not super strong when it comes to Linux, and I've seen Windows sometimes eat permissions on these files......)  Any help would be appreciated!
