Aurora R13, thermal throttling for no reason, driver issues
Windows 11 24H2
BIOS 1.23.0
GTX 3070 Ti
Intel i7-12700kf
Problem start:
I was playing a game, rather low requirements. Game started stuttering. I quit the game, checked windows updater (normally the culprit even though auto update is disabled). It was 11% into a cumulative 24H2 update and a few others that said failed and 2 others with percentage. I left it for the night, came back, still at 11%, i force shutdown, rebooted, something about "memory failure", i shut it down, removed and installed RAM, started up, it managed to finish updating eventually. I also saw that I had BitLocker now... auto enabled... so i disabled it before doing a clean install of windows. Then started troubleshooting when it didn't work.
Problems:
Now everything load slow, the screen flickers off and back on some times, the audio gets loud error sounds sometimes for no reason, can't play a game (let alone open one).
Fans stay at about 20%, CPU is stuck at 0.4 GHz, temps at 30ºc, thermal throttling YES 100% of time (On Intel XTU) and in blue lettering (as if there is no fault), BIOS update gives a failed error each time I try it directly from the downloads folder.
Attempts:
several things and multiple times, then a factory restore... so I'll shorten it.
I immediately did a roll back to the previous day. Used startup to uninstall recent updates. Undated everything and individually checked. Factory restore. Put OS on DDR, formatted SSD, then put OS back on SSD with Bootable USB and most recent version. Formatted HDD. Flashed most recent BIOS with USB. All most recent updates and individually check. DISM, SFC, disassembled entire computer and cleaned everything and thermal passed with NT-H1, On-bourd thorough diagnostic test (pass), intel stress test (pass), Dell SupportAssist hardware test (pass), windows, dell, intel, Nvidia driver checks (up to date), did run msconfig and booted with only Microsoft services ... few others things.
Oh, and removed the CMOS battery each time I re-installed windows, and replaced the battery from the start... and did the basic PSU test via plugging in and getting a 3 second light.
Result:
Still the same.

Problem solved. I'll add a video of my PSU fan. I could set it on a surface and it would twitch, or when I sat it on my GPU fan, you can see it clearly twitching. I ordered a 3 pin fan, same brand, cut and spliced the cords on it because the plugs were different, and tested it. Spins perfect. Plugged everything back on, started the system. No more throttling and running perfectly smooth.
faulty PSU fan caused a sensor to put my computer into thermal throttling.

I've been avoiding using it. Just ran ThrottleStop. BD PROCHOT on Core and Ring.
Not sure if that's a cause, or a symptom.

So this is my second 750w PSU. It has two D60BV-12 (M-GP4) fans. The first PSU had a strange, loud clicking sound from a fan.
I believe the whole computer, thermal throttling is do to one of these fans "stuttering" as it spins. I swapped the plugs of fan 1 and 2, and the same fan is stuttering.
I'm now trying to find an exact replacement, but I can only find GP and GP5. Even if it's a 3 pin fan, the plug is different. I could swap the plugs or splice wires, but for controlled testing, I want an exact match...

@pdwalker i googled D60BV-12 (M-GP4). Then matched up the number of wires from the fan. Still had to splice my old wires onto the new fan wires, but it's still working perfectly. Literally measuring your fan is a good idea as well and google the dimensions. I bought mine new from ebay.
