the 3 x 16 GB are probably different from the existing 16 single stick oem from Dell.  when you add 1 only, the bios was able to accommodate that by adjusting two different 16 gb.  when you add the rest two, now you have three identical non-Dell ram plus single Dell ram.  it was too much for bios.  nothing in bios setting can change that.  It is a relatively fastidious or non forgiving bios.  better get 4x16 that are identical and validated by users than a mix of oem and non-oem ram 1x16 + 3x16.

not sure of the 3600 mhz speed of these ram, although they stand a better chance than 3x16 non-Dell + 1x16 Dell.  The validated Kingston ram 4x16 GB are 3200MHz such as KF3200C16D4/16GX 4x16GB.

these ram are described as Kingston FURY Beast 3200MHz CL16 (KF432C16BB1-16 ; KF3200C16D4/16GX)

These systems are very picky with RAM. Only the original OEM memory is guaranteed to work. Anything else might or might not work.

In addition to the advice from @Vanadiel and @redxps630 you can try Crucial RAM which is the most compatible with Dell systems. If the RAM does not work it is returnable to Crucial. That RAM can be found here.

It's like you are leading to a 64gb config, which is not really optimal due to associated latency and missing ECC/Registered on this much total-memory (on a OEM mainstream-class motherboard).

However, your core booting problem is more likely due to un-matched DIMM sets, the fact that dual-channel likes to run in exactly-matched pairs of DIMMs, or just good-old-fashioned incompatibility (most fast Dells are fairly picky about their ram).
