When will the Inspiron 17 2-in-1 Laptop become available within Japan ?

I have been looking at the Inspiron 17 2-in-1 Laptop, however it is only available within the US ? When will it become available in Japan ? 

Alternatively, can I buy a replacement Japanese keyboard part for this Laptop, and switch the onboard US keyboard with it ?
