Why my Dell Optiplex 3070 computer, can't do windows restart properly, but shutdown instead

I urgently need your help,

Every time when trying to do windows restart, it will just do shutdown instead, and I have to manually press the power button to get it started again.

Any ideas or thoughts that could be wrong?
