How can I activate the xmp in optiplex 9010?

I have a kit of 16 ram at 1600 mhz but my pc only detects approximately 600 mhz, I wanted to know how I can solve this problem.

I understand that with xmp I can solve this problem, but I have been investigating and found that my board does not have that technology.

How can I enable xmp and have my pc detect all the frequency of ram memory?
