XPS bitylocker screen

This is an older XPS.

On start up, a BitLocker blue screen appears; enter the number, and everything is fine. Shut the computer down, and on the next restart, the same screen appears. I had the computer plugged in. While the computer was up, the battery appeared to showed full. 

Any Ideas on what may be causing this?

Could be anything from a dying drive to a failing mainboard (TPM).  What model system?  Have your run the Dell diagnostics (F12 at powerup) and if so, are there any errors such as 2000-0142?

@ejn63​ Hello, Thank you very much for your note! 

The computer is a XPS 15 7590 mfg in 2019

I ran the diagnostics after F12 on Startup. The only error was that it did not detect the charger. The plug is in the wall, and the light on the plug going into the computer is on. All other tests appear to pass.  Power level is about 80%

I upgraded to a new XPS 17 9720 and did not move the old Outlook email over. I would like to copy the data from the old machine.
