Dell never sold or tested a USB-charger for the XPS 15 7590. We only sold/tested it with the 130W/180W/240W power bricks that connected to the left side #1 round power adapter port =
Thunderbolt 3 port should accept power, but the best you'll get is 90W from anything Dell -- not enough to run the system at full speed. And any non-Dell Thunderbolt charger will deliver 60W.
You need the original power supply to run the system at full speed.
