Can I charge XPS 7590 with a Dell 130W USB-C adapter?

Not completely, no. Thunderbolt 3 does support power delivery but only up to 100W -- you won't be able to run the system at full speed on a Thunderbolt port.

Why not use the provided AC power adapter and left side power adapter port?
