XPS 17 9700 not turning on
a few months ago I got it to power on and my battery is disposed of because I punctured it but I tried plugging it in all over these months and the ONLY thing I get is a brief flash of white light and then it turns off

With the power disconnected, hold the power button 30 sec. Remove and reinstall the memory module(s).
Plug in and try powering up.
If you still get nothing (and particularly if the battery was connected when the battery incident occurred), the mainboard is likely toast.

I'm worried that I might break the ram also i believe that i think this could i mean it's kind of hard to remove the ram and I'm worried and i'm worried that I might break those flaps also it would be funny if I grabbed Ram from a MacBook and put it in there

If so, take the system to a repair shop and have them do the work.
The last Macbooks that had replaceable memory are now in their teenage years and no RAM from them would even fit into your XPS system.

If the system won't power up on AC only (no battery installed), a new battery isn't going to solve the problem. The reset procedure is a last-ditch effort to confirm what you already suspect -- that you need a replacement mainboard.

@ejn63 i don't want to pay thousands of dollars for another main board or think you could find me cheap options for a cheap main board and what I want is just the cheapest main board also I think i could send it to a repair shop and I think they should be able to diagnose it

Complete, used XPS 17 9700 systems run between $400-800 on EBay -- so nowhere near "thousands" of dollars.
Even if a mainboard repair is possible, it likely won't cost much less than that -- and if you factor in the labor to replace a board, could cost more to replace the board than to replace the system.
